SUMMARY OF EVENTS
Over the last four years, 87 seperate individuals, all Awakened and all
from a variety of different races have been the victims of a contract
killing. The victims have ranged from Immortals and Liches, through Black
Spiral Dancer Werewolves and the Alaskan Ratkin Cult. The only common
factor is that each victim has been brought down with an automatic weapon
of some kind and that each victim has been wanted for at least one Sleeper
Homicide.
SUMMARY OF INVESTIGATION
To call this an investigation is something of a misnomer as both Agent
Hanrahan and myself are in agreement. Tommy Monahagn is the killer, he has
been made by witnesses at three of the murders and, according to Hanrahan's
contacts in the underworld, is wellknown as the only "Awakened Hitman" in
the world.
As a result, our investigation became "How and Why does Tommy Monahagn kill?" instead of "Who kills?". This led us first to Monahagn's birthplace, the Alisandus Moore Maternity Ward of St Mary's Hope, one of the Private Hospitals in New York. Monahagn was born to a Police Officer Father and a Pathologist Mother and became, like many others before and after him, a Police Department Brat,.
Records show Tommy excelled at school, showing a ready wit and intelligence and an inbuilt sense of morality. He was nicknamed "Peacemaker" at school due to his habit of breaking up fights, which, according to several of his classmates, he was never resented for. It is my belief that Monahagn's Paranormal abilities were dormant at this time, and came out through his personality{It is this Agent's belief that Tommy Monahagan was simply a good boy, making his life now all the more tragic}.
After school, he won a scholarship based on both his Footballing prowess and Mental Aptitude, and studied English Literature and Information Technology, achieving an Honours on graduation. By this time he had agreed to join the Army as a Technician and went straight from college into the US Marine Corps. Private Thomas Eugene Monahagn, serial number 1138593 entered Paris Island on November 1st, 1984. He was 19.
During his time in The Corps, Monahagn applied for and got a place on the Special Forces Training Course. It is here that the first signs of strain show as, by this time, his eyesight had deteriorated slightly, another factor, I believe, indicating the genetic nature of his abilities{My feelings on this hypothesis are well-known}. Struggling to keep up with the pace of the class, Monahagn became cynical and abusive and garnered two disciplinary charges in a month.
Despite this, he got through the course and was assigned to Gabriel Team, a Special Forces Unit dedicated to Search and Rescue and, where necessary, liquidation. Serving as their Communication Officer, Monahagn rarely entered the frontline, instead being left with the radio and his kit 300 metres back, to act as a Forward Fire Observer, should one be needed. On Janurary 8th, 1992, in the heat of the Kuwaiti Desert, it was.
An F-117-A, still classified at the time of the conflict had been downed and Gabriel Team were assigned to go in, ascertain whether pilot or copilot had survived and destroy the wreckage. Helicoptered in, the twelve man unit began to strip the crashed vehicle down. Monahagn was calling the helicopter back in when Corporal Lucy Callum, the Special Weapons expert was cut down by a burst of machine gun fire. The Iraqi forces had found them.
In the ensuing battle, four more members of Gabriel Team lost their lives, their bodies destroyed by the self-destruct charges(Nicknamed the "Fuck You Too!" charge)carried by every team member in case of capture. A fifth died of his injuries, but not before Monahagn, still carrying his radio, went back for his colleague, an action he would later receive the Purple Heart for.
With Gabriel Team decimated, the survivors were put on R and R, with the exception of Monahagn. He was asked to help out with PROJECT HEPHAESTUS, an attempt, purportedly, to boost a soldier's speed and endurance via cortical stimulation and endorphin augmentation. Monahagn blossomed under the drugs with, apparently no side effects and, as a result, became part of Hammerfall, the experimental Platoon put together to test the new drugs in the field. Their target was an Iraqi SCUD column 200 miles behind enemy lines. The mission was simple: Destroy the convoy, come home. Hammerfall did so, with no losses, in less than two minutes.
All looked well, and the team were picked up and returned home, Monahagn's sharp shooting in the field earning him the nickname he now works under, "Hitman" and his second Purple Heart of the conflict.
However, over the next month, Hammerfall all became ill and died. The symptoms began as light flu, escalated to muscular spasms and finally a massive burst of electrical activity in the brain, leading to the limbs spasming to breaking point and then relaxing. The side effects were traced to the drugs, and the HEPHAESTUS Project was discontinued. The one survivor was Tommy Monahagn. Doctors were unable to explain his survival and, after an incident where he held one of them hostage for eight hours, discontinued all tests on him.
Again, he became abusive and loud and hit discplinary problems. Psychologists diagnosed it as a combination of Gulf War Syndrome and Survivor's Guilt and Monahagn was honourably discharged before he was thrown out. At this point, Monahagn's movements become sketchy, although we know he attended his parents' funeral in May 1993. We also know he would only ever visit them as he regarded himself as a "danger" and that he suffered from periodic blinding headaches, his abilities beginning to manifest.
They did so during an errand he was running for Hank Donnelly, a friend and Bar Owner{And suspected of no less than 75 contract hits in the 1950s}. Donnelly was involved in a dispute with an English Bar Owner at the time, to the extent that the two men had come to blows. The Englishman, Julius Warwick, had become so incensed with Donnelly's refusal to even see him that he had ordered Donnelly killed. A man was waiting outside the door of BULLSEYE , Donnelly's bar, with a sawn-off shotgun. Monahagn was able to see the man from inside the bar, and kill without his victim ever suspecting it. The Hitman was born.
However, this was a Hitman with morals, however twisted. Monahagn refused to kill anyone who did good and, where possible, only killed those with abilities to match his own. Inevitably, he graduated towards the Awakened world, where he now operates.
CONCLUSION
Countless field reports have shown Tommy Monahagn exhibiting "X-Ray
Vision" and limited mindreading capabilities. However, I do NOT believe
him to be an Awakened Lifeform. Rather, I believe Monahagn, together with
the individuals covered in X198-The Westchester Incidents, to be the next
stage of human evolution. As a result, Tommy Monahagn needs to be watched
and, if possible, questioned.

General
The comic says it all. Tommy is a witty, funny, easygoing man who kills
Paranormals for a living. He has no problem with the rest of us, has lousy
luck with betting and takes an almost gleeful joy in using his abilities.
The way Tommy sees it, he's providing a public service, "Head of the Field
in a Field of One.". In short, think Mr Blonde but far more laidback and
with ethics.
Other Races' Views
Camarilla: Useful but dangerous. He has removed many undesirables from
amongst us, but still searches for, as he puts it, "The big score".
Sabbat: Oh yeah, I'm SOOO scared. Ever ask him why he doesn't go out at night?
Garou: An ignorant savage, a violent, ugly brute within sight of the Wyrm at all times. Don't trust him.
Magi: A fascinating example of evolution at work. He must be studied, but with caution and from a distance.
Wraiths: Unknowingly, he avenges many of us every time he kills. A good man however, is still a good man even if unaware of his actions.
Changelings: What a fascinating little pawn...
Immortals: Very tough and very dangerous. If you've killed or hurt mortals, or even killed one of us unfairly, be careful. You may be next.
